California Injury and Illness Prevention Program (IIPP)
California Labor Code Section 6401.7 requires every employer in the state to establish, implement, and maintain an effective written Injury and Illness Prevention Program. The specific requirements are codified in Title 8, California Code of Regulations, Section 3203.
Required Elements Under T8 CCR 3203(a)
The regulation specifies eight mandatory elements. Every California IIPP must address all of them:
Responsibility
Identify the person(s) with authority and responsibility for implementing the program. Must be a named individual, not just a title.
Compliance System
A system to ensure employee compliance with safe work practices. May include disciplinary procedures, recognition programs, or training and retraining.
Communication
A system for communicating with employees on safety matters. Employers with 10+ employees must have a written system. Includes meetings, postings, and anonymous reporting.
Hazard Assessment
Procedures to identify and evaluate workplace hazards. Includes scheduled periodic inspections, inspections when new hazards are introduced, and initial inspections of new work areas.
Accident Investigation
Procedures to investigate occupational injuries, illnesses, and near-miss incidents to identify root causes and implement corrections.
Hazard Correction
Procedures to correct unsafe or unhealthy conditions and work practices in a timely manner based on severity.
Training and Instruction
Training for all employees when the program is first established, for new employees, for new job assignments, when new hazards are introduced, and for supervisors.
Recordkeeping
Maintain records of scheduled and periodic inspections, employee training (dates, subjects, attendees), and documentation of identified hazards and corrections.
Enforcement and Penalties
Cal/OSHA (the Division of Occupational Safety and Health) enforces T8 CCR 3203 through inspections. Inspections may be scheduled, complaint-driven, or triggered by a workplace incident.

Frequently Asked Questions
Does every California employer need an IIPP?
Yes. California Labor Code 6401.7 and T8 CCR 3203 require every employer with at least one employee to establish, implement, and maintain a written IIPP. There are no exemptions based on industry or company size.
What if I have fewer than 10 employees?
Employers with fewer than 10 employees may communicate general safe work practices orally rather than in writing (T8 CCR 3203(b)). However, you still need the written program itself. Simplified recordkeeping is also permitted — inspection records may be maintained only until the hazard is corrected.
How quickly will I receive my IIPP?
Documents are delivered to your email within 4 business hours. The document is customized with your company name, trade, state citations, and crew size throughout.
Is it a generic template?
No. Each IIPP is generated from a regulatory ontology containing 6,755+ verified citations. Your company information, trade-specific hazards, state-specific requirements, and applicable equipment are built into every section.
Can I edit the document after I receive it?
Yes. You receive both PDF and editable formats. Two revision requests are included at no extra cost. Highlight what you want changed, send a screenshot, and the updated version is returned within 4 hours.
