The regulation that requires it
29 CFR 1926 Subpart Q and T8 CCR §1722 set the requirements for concrete and masonry construction. The federal rule states that "all equipment, materials, and forms must be designed, fabricated, erected, and used in accordance with sound engineering practices." Title 8 CCR §1722 requires employers to protect employees from formwork, shoring, reinforcing steel, and masonry wall hazards. These rules apply to every phase of concrete and masonry work on construction sites.
Who needs it
General contractors, concrete subcontractors, masonry contractors, and rebar installers need this program. It applies to any employer whose workers handle formwork, shoring, precast concrete, or masonry walls. California contractors must comply with the stricter Title 8 CCR requirements in addition to federal standards.

Serious violations currently carry penalties up to $16,131 per violation while willful or repeat violations can reach $161,323.
