What this document is

This document is a ready-to-use Controlled Decking Zone Program that meets federal OSHA requirements for steel erection. It gives contractors a written plan they can adapt and implement on site to control fall hazards during decking operations.

The regulation that requires it

29 CFR 1926.760 covers fall protection in steel erection and allows a Controlled Decking Zone in lieu of conventional fall protection under specific conditions. The rule states in 1926.760(c) that a CDZ may be established where decking is being installed and the leading edge is guarded by a safety monitor and control lines. It requires connectors to be protected from falls greater than two stories or 30 feet, whichever is less, and limits the CDZ to authorized employees who receive additional training.

Who needs it

Steel erection contractors and subcontractors who install metal decking need this program. It applies to employers in all states under federal OSHA as well as California contractors who must follow equivalent Title 8 CCR provisions. General contractors on multi-employer sites also use it to coordinate steel erection activities and demonstrate compliance during inspections.

What happens without it

OSHA and Cal/OSHA cite employers for serious violations when fall protection requirements are not met during steel erection. Serious citations currently carry penalties up to $16,131 per violation while willful or repeat violations can reach $161,323. Inspection risk is high on steel erection projects and multi-employer citations can be issued to both the controlling contractor and the steel erection subcontractor.
