What this document is
This is a written crane safety program that meets the requirements of federal OSHA and Cal/OSHA. It gives contractors the policies, procedures, and forms needed to manage crane operations safely and stay in compliance.
The regulation that requires it
29 CFR 1926 Subpart CC sets the federal requirements for cranes and derricks used in construction. The rule states that employers must comply with all requirements of this subpart, including operator certification, assembly and disassembly, inspections, signal person qualifications, and ground conditions. California adopts these provisions under Title 8 CCR Section 1610 et seq. with additional state-specific requirements that apply to all contractors using cranes.
Who needs it
General contractors, specialty crane and rigging companies, and steel erection contractors need this program. Any employer whose workers operate, assemble, disassemble, or work near cranes on construction sites must have it. In California the requirements apply to virtually all contractors because Title 8 mirrors and expands on 29 CFR 1926 Subpart CC.
What happens without it
OSHA and Cal/OSHA cite employers for missing or incomplete crane safety programs during inspections. Serious violations currently carry penalties up to $16,131 per violation while willful or repeat violations can reach $161,323. Multi-employer worksites often result in citations to both the controlling contractor and the crane employer. The lack of a written program also increases the chance of accidents and related liability.
