The regulation that requires it in Colorado
Federal OSHA requires a written fall protection plan when conventional fall protection is infeasible under 29 CFR 1926.501(b)(2)(i) Exception and 29 CFR 1926.502(k). Colorado follows federal OSHA rules and does not operate an approved state plan.
Enforcing agency
Federal OSHA — Region VIII enforces the requirement. The agency inspects construction sites and issues citations for violations of 29 CFR 1926 Subpart M. Region VIII coordinates with federal OSHA headquarters on policy and training.

- Train affected workers on the plan before they begin work.
- Review and update the plan when site conditions or tasks change.
