The regulation that requires it in Illinois
Illinois follows federal OSHA rules because it does not run an approved state plan. The written fall protection plan is mandated by 29 CFR 1926.502(k) when conventional fall protection is infeasible for leading edge work.
Enforcing agency
Federal OSHA — Region V (public sector covered by IL OSHA) enforces these rules. They inspect private sector workplaces in Illinois and public sector sites through the state partnership. They issue citations under federal standards and coordinate with federal OSHA on training and enforcement priorities.
