The regulation that requires it in Oregon

Oregon adopts 29 CFR 1926 by reference with Oregon-specific additions in OAR 437-003. The fall protection plan is required under 29 CFR 1926.502(k) when conventional fall protection is infeasible for leading edge work, roofing, or pre-cast concrete. Oregon runs an approved state plan.

Enforcing agency

Oregon OSHA enforces the requirement. They inspect workplaces in Oregon and issue citations under state authority. Oregon coordinates with federal OSHA through its approved state plan status.

State-specific requirements beyond the federal baseline

  • Oregon fall restraint anchorages require independent anchorages from platform support, a minimum safety factor of 2, and supervision by a qualified person per OAR 437-003-0502.

Penalties for non-compliance in Oregon

Penalties follow the standard Oregon OSHA schedule; refer to the agency for current amounts.

How to comply

  • Customize the plan for the specific jobsite and tasks.
  • Train workers on the plan before work begins.
  • Have a competent person supervise implementation.
  • Review and update the plan when conditions change.
  • Keep the plan available at the worksite.
