The regulation that requires it in Florida
Federal OSHA requires employers to maintain a written hazard communication program, SDS library, and employee training under 29 CFR 1926.59 / 1910.1200. Florida does not operate an approved state plan and follows federal OSHA standards.
Enforcing agency
Federal OSHA — Region IV enforces these requirements. The agency inspects workplaces for compliance with federal standards and issues citations when violations are found. Region IV coordinates with federal OSHA headquarters on enforcement priorities and penalty policies.
