The regulation that requires it in New York
New York follows federal OSHA rules for lockout/tagout. The program is mandated by 29 CFR 1910.147. New York does not run an approved state plan for private employers and follows federal OSHA.
Enforcing agency
Federal OSHA — Region II (public sector covered by PESH) enforces the rule. They inspect private employers and public sector workplaces in New York. They have authority to issue citations under federal standards and coordinate with federal OSHA on enforcement.
