The regulation that requires it

29 CFR 1910.5 and T8 CCR §3203 require employers to document that employees have received training on the hazards they may encounter. The rule states that employers must "provide training to each employee before the employee is first assigned to a task" and "provide additional training when new substances, processes, procedures or equipment are introduced."
