The regulation that requires it
T8 CCR §341 contains the state-specific rules for construction permits in California. The regulation states that "No employer shall construct or alter any building, structure, falsework, scaffolding, or excavation, or erect or dismantle any tower crane, without first obtaining a permit from the Division of Occupational Safety and Health." It requires both project-specific permits for certain high-risk activities and annual permits that cover ongoing operations.
Who needs it
California contractors performing excavations, installing or removing underground tanks, or erecting certain structures must follow these rules. Employers in the building, heavy civil, utility, and specialty trades need the permits when their work meets the thresholds in T8 CCR §341. Out-of-state contractors working on California jobsites must also comply because the requirements are enforced by Cal/OSHA.
